# What is DistributeSG

**DistributeSG** is a system for Singapore Government agencies to monitor and manage item distributions. The system consists of:

* **a web-based admin portal** for organisers to create their campaigns, view live statistics and download distributions reports
* **an iOS/Android mobile app** for distributors to verify eligibility of the recipient collecting the item, give out, and record the distribution

We have distributed a total of 2.67 million items across 382 different campaigns including:

* Commemorative items (e.g. LKY100 coin)
* Awards and certificates (e.g. COVID medal, bursary certificate)
* Uniforms and clothing (e.g. staff uniforms, volunteer t-shirts)
* Food rations (e.g. fresh-produce, in-camp rations)
* Tickets (e.g. NDP NE Show)
* IT tools (e.g. tablets, SIM cards)
* Care packs (e.g. goody bags)

# Why use DistributeSG

## What problems do campaign organisers face?

Manual tracking is tedious. Many government agencies currently use paper to track distributions which complicates ground operations. Additionally, with paper, it is hard to ensure there is no double dipping unless there is only a single collection point.

**Several government agencies fail their yearly audits as a result of inaccurate information in their distribution reports.**

When a distribution is ongoing, organisers do not have visibility over real-time stats and are unable to adapt to operational needs on the ground. Excess inventory is wasted as ground ops is unsure of supply vs demand.

This results in lost opportunity to scale as there is no quick, reliable way to track real-time eligibility and redemptions.

## How do I know if DistributeSG is for me?

If you face any of these issues, DistributeSG solves them all:

* You are currently using pen and paper for distributions and feel frustrated.&#x20;
* You use a shared Excel document, however it takes long to search for eligibility when a recipient approaches for item collection.
* You have multiple collection points and find it hard to operationally manage this.

# Example campaign setup

Using an example of an agency wanting to give out food packs and vouchers to residents, we will show you how to setup a campaign.

### Step 1: What should we call your campaign?

*Keep your campaign name under 30 characters.*

### Step 2: Do I have a list of recipients?

*If you select YES, distributors using the mobile app will be able to see if recipients are eligible.*

### Step 3: How do I identify a recipient?

*This will be how you uniquely identify an individual when he/she comes to collect the item. In addition to choosing NRIC or Address, you may also choose Unique Identifier which can support voucher numbers, ticket numbers and handphone numbers.*

When a recipient comes to the collection point, they will need to give their **NRIC number** to the staff at the collection point.

When a recipient comes to the collection point, they will need to give their **postal code**, followed by unit number to the staff at the collection point.

If you will be going to individual apartments, consider setting up the campaign as a Door-to-Door campaign instead.

If you identify a recipient by his/her address, you are able to set up the campaign as a Door-to-Door campaign. **This campaign type is only applicable if you have a list of eligible households.**\
\
When the staff goes door-to-door to distribute items, they will select the unit-number from the list of eligible households.

If you do not want to identify the recipient by NRIC number or Address you may use **any alpha-numeric characters**. Examples include HP number, email addresses, staff number, ticket number, voucher number.

### Step 4: Where are the locations for your distributions?

*Locations are places where your distributions will occur.*

If you selected NRIC, Address or Unique Identifier in your previous step, it likely means that recipients will be coming to a collection point to collect these items.

**Hence, the locations you input here will be the various collection points.** For example, the different Community Centres recipients can collect the food pack.

If you selected Door-to-Door in your previous step, it means that you will be going to a recipients doorstep to deliver the items.

<mark style="color:red;">Door-to-door mode is optimised for \~30 units per location. If your location has more than 30 beneficiaries, please split your locations so that the app will not be laggy.</mark>

For example, if you are distributing items to all units in a HDB block with 12 floors, and there are 10 units per floor, you must create at least 4 locations so that each location will have a maximum of 30 units.

**Hence, the locations you input here will be sets of floors per HDB block.**&#x20;

* Blk 1 Floor 2-4
* Blk 1 Floor 5-7&#x20;
* Blk 1 Floor 8-10&#x20;
* Blk 1 Floor 11-12&#x20;

### Step 5: What items are you distributing?

*Use short recognisable names for your items. <mark style="color:red;">Items cannot be edited after each campaign is created.</mark>*

Each item is listed separately and the toggle for **multiple quantities is not selected.**&#x20;

### Step 6: Confirm to create your campaign

*Click to create your campaign, thereafter you will be able to start adding your allocations.*

### Step 7: Upload allocations (i.e. "who is eligible to collect the food pack and vouchers")

### Step 8: Manage your distributors

*Distributors can join a campaign location by using a shared location code or through bulk upload of their mobile numbers by campaign administrators.*

## MAS LKY Commemorative Coin Distributions

*DistributeSG was used to distribute over 2 million coins to eligible applicants. Saving $500k in system development cost and reducing reconciliation time by >80%*

**MAS** was looking for an exchange system to automate the LKY distribution process.

*“Banks would reject our request to support the nation-wide collection of coins at all their branches if we asked them to use MS Excel to check and log distributions”*\

MAS worked closely with DistributeSG as the first agency partner to set up a distribution campaign, test the system in the staging environment, and progressively roll out DistributeSG to **140+ bank branches (\~1000 tellers)** to facilitate distributions of the LKY Coins.

## How do I login to the admin portal?

DistributeSG Admin can be accessed via <https://admin.distribute.gov.sg>.

## Can I enable signatures for my campaign?

Please ensure that your distributors are trained if you enable signatures. Distributors will **require the recipient to sign on the DistributeSG mobile app** before they can distribute the item.

Yes you can enable signatures at the campaign creation stage. Once enabled, signatures will be required for all distributions and cannot be bypassed.

This means that distributors using the mobile app must obtain a signature from the recipient before they can distribute an item.

These signatures can be used for audit purposes to confirm that the recipient received the item.

If you are a campaign admin trying to join a test campaign created on the DistributeSG staging portal, you will first need to enter test mode.

Depending on how you your campaign identifies recipients you will be shown either of the four distribution screens:

* **NRIC** - you will be able to scan or key in the recipient's NRIC number.<br>
* **Registered Address**  - you will be able to key in the recipient's postal code followed by their unit number.<br>
* **Door-to-Door** - you will be shown a list of addresses which are eligible for the distribution. Alternatively, you may also manually key in a postal code followed by their unit number<br>
* **Unique Identifier** - you will be able to key in the unique identifier or scan a barcode/QR code.

DistributeSG is a solution used by Singapore Government agencies to track the distribution of goods. It comprises of:

* **Web-based Admin Portal** for organisers to create their campaigns, view live statistics and download distributions reports.
* **iOS/Android mobile app** for distributors to verify eligibility of the recipient collecting the item, give out, and record the distribution.

Recipients can be identified by NRIC numbers, address or any alpha numeric unique identifier (such as HP number, email, staff pass number, ticket number, etc.)

* Campaign organisers log into the Admin Portal with their gov.sg email addresses.
* Campaign organisers set up the items they will be giving out, and upload a list of eligible recipients.
* Campaign organisers can also pre-register a list of app users (also known as "distributors"). Alternatively organisers will need to share the location code of their campaign with distributors for them to manually join the campaign.
* Distributors will download the mobile app and users simply log in using their mobile number.
* Distributors can scan or type the NRIC to search whether a recipient has redeemed their allocated item. If recipients are identified by address, they can enter a postal code or select from a list of eligible recipients (depending on how the campaign organiser has setup the campaign).
* Distributors can key in remarks or add photos if required, thereafter click on "Distribute" to give out the item.
* While the campaign is ongoing, campaign organisers can search for specific distributions and even view statistics of the campaign. They are also able download the distribution report of a campaign for audit and reporting purposes.

While under the PDPA, personal data can only be collected with the user’s consent, PDPA regulations do not apply to the Singapore Government as the use of NRIC is still needed for the delivery of public services by the Singapore Government. For example, in social assistance programmes, NRIC and addresses are needed to track and ensure that every recipient is able to receive their eligible share of such assistance.

<summary>Which identifier should I select for my campaign?</summary>

Identifiers are a way of uniquely identifying a recipient. In DistributeSG, there are three different identifiers which can be selected.\
\
**NRIC** - Recipients will be identified by their NRIC/FIN. When a recipient comes to the collection point, they will need to give their **NRIC number** to the staff at the collection point.

**Registered Address** - Recipients will be identified by their registered address. When a recipient comes to the collection point, they will need to give their postal code, followed by unit number to the staff at the collection point.

**Unique Identifier** - Recipients will be identified by the unique data that you provide. If you do not want to identify the recipient by NRIC number or Address you may use any alpha-numeric characters. Examples include HP number, email addresses, staff number, ticket number, voucher number.\
\

Please do not download from any other third party store as these are unofficial versions. Please check with the campaign organizer to ensure that you have downloaded the latest app version.

<summary>How do I gain access to the DistributeSG mobile or web app to update distributions?</summary>

The campaign organiser will have to whitelist your mobile number before hand. Alternatively, the organiser will share with you a six character location code for you to join the campaign. Then, simply log in on your mobile app using your mobile number and One Time Password (OTP) sent to your mobile number.

<summary>I get stuck at the “Join Campaign” page. How can I start using the app? How do I proceed?</summary>

Please get the location code from any of your colleagues who have already joined a location point successfully. Input the 6 character location code and click Add Location to start using the app.

<summary>I have ad hoc volunteers or staff that I need to add urgently to help with distribution. How do I add them?</summary>

Please get them to download the app from the app store and login with their mobile number and OTP. After they have logged in, provide them with the location code of the distribution point that they are needed at. Ask them to input the 6 character location code and click Add Location to start using the app to facilitate distributions.

<summary>What can the pre-registered app users access? What can ad hoc app users access?</summary>

Both pre-registered app users and ad-hoc app users are able to access the same information on the DistributeSG mobile app.

<summary>Right now the location shown in the app is different from the one that I am at. How do I change location?</summary>

Please follow the following steps:

1. At the home page, click on the down arrow (v) next to the location that you are currently assigned to.
2. Alternatively, click on the menu button on the top left hand corner that looks like 3 lines and click on ‘Locations’.
3. You will then see all the locations that you have been added to. Click on the location that you want to switch to and save changes by clicking on the arrow at the bottom (→)
4. If you need to add a new location, click on ‘Add another location’ and insert the 6 character location code to join a new location. You can get the location code from any colleague who is already logged in at the location point that you want to distribute from. You can skip this step if all you want to do is to switch location points.\

<summary>I am unable to scan the NRIC barcode and it shows me a dark grey screen. Can you help?</summary>

Please make sure that you allow DistributeSG to access the phone camera.

If you’re using an iPhone, go to Settings → scroll down and search for “DistributeSG” → Click on DistributeSG → Allow DistributeSG to Access Camera → Turn on

If you’re using a Samsung phone, go to Settings → Apps → Search “DistributeSG” → App info → Under app settings, click on “Permissions Camera” → Enable

For all other phones, please check settings and go to DistributeSG app settings, and ensure that the camera is enabled.

# Fix for iOS DistributeSG app keyboard freeze

## Overview

This bug is likely due to text size being too large on iOS.&#x20;

To fix this, go into `Settings>Accessibility>Display & Text Size>Larger Text>Larger Accessibility Sizes` to turn it off and move the slider to a smaller value.
